I had my bank in france transfer money to my new account in us Sep. 17 they said 10- 15 days still nothing why

Call your bank and ask them. It's possible they never initiated the transfer. If they have to cut a check and mail it to your new bank, it's possible the check was lost in the mail.

Is this a wire? check with your financial institution in the U.S. and make sure you gave the bank in France the correct instructions for transferring the money. Typically foreign wires take one week, sometimes they have to go different institutions first depending on the size of the institution it's going to.
If the bank in France is not an American bank, they may have had to have it sent to one in order to get the exchange rates correct.
But checking with both banks is a definite first.
