NRE Is a Rupee a/c & one can remit money only from abroad. Remittance of money will be credited to this a/c only if repatriated from abroad. One can use this a/c as reference that the a/c holder is a NRE/working abroad/earnings in foreign currency. With this one can remit money in some designated currency & can keep the amount in FCNB i.e. fixed deposit (minimum 1 year) & can earn interest in the same currency, this he can withdraw after maturity & repatriate etc. & can take advantage of appreciating that currency instead of remitting the amount in Rupee directly when it is not needed.

No. you will fail in your first step. which is opening an NRI account. how will u prove that u live and work out of India ? only people who earn their money out of India are eligible to open and operate a non resident account.
if you want foreign exchange for some reason your relative or friend from out side of India can easily finance your need just ask your local bank
